What is community policing ?
Community
Policing is basically working at close hand/ close to/ with the community in an
effort to built up trust and relationships. This in turn may help with
information you are able to recover from local people but is not the main
reason. The main reason in to try to maintain peaceful to existence between the
local people and the UN forces.
Community policing or neighborhood policing is policing strategy and
philosophy based in the notion that community interaction and support can help
control crime and reduce fear. With community members helping to identify
suspects. Detain vandals and bring problems to the attention of police.
community policing philosophy that promotes organizational strategies support
the systematic use of partnership and problems solving techniques which
proactively address the immediate condition that give rise to public safety
issues such as crime social disorder and fear of crime.
Community Policing consists of three key components; What are
community partnerships ?
Collaborative
partnerships between the low enforcement agency and the individuals and organizations
they serve to develop solutions to problems and increase trust in police. These
partnership are forged in conjunction with other government agencies community
members and groups. Human and social providers, private business and the
media.
What is Organization Transformation ?
The
alignment of a law enforcement agency's organization management practices.
Structure, personal and information system to support community partnerships
and proactive problem solving. Police Departments engaged in effective
community policing seek to transform their organization culture.
Leadership and management structure, labor, relations, strategic, planning
process, how they evaluate performance, the transparency of their operations,
the geographic assignment of officers, the alignment of their fiscal resources,
recruitment and hiring practices, training and information gathering system.
The objective of these changes is to create an organization infrastructures
that can best support proactive operations intended to prevent crime.
Traditional law enforcement practices are reactive and emphasize measure such
as response times. Arrest rates, and other rote responses to crime. Community
policing theory encourages police to proactively solve community problems and
address the factors that contributes to crime rather than how contribute to the
reduction crime. Though this transformation theoretically reflect the
background of American policing and contributes to he reduction in crime.
The transformation was often awkward, especially in the 1980 and 90s when many
department saw it as diminishing their authority and opportunity to work
independently. It required, fundamentally, a shift from police departments,
particularly big-city police departments seeing "Law enforcement" as
a mission to seeing it as tool in public safety.
Problem Solving: The process of engaging in the proactive and systematic
examination of identified problems to developed and rigorously evaluate
effective responses. Community policing requires police to become proficient in
what known as the SARC model of problem solving, Scanning, identifying and
prioritizing problems. Analysis researching what is known about the problems.
Response : Developing solutions to bring about lasting reductions in the number
and extent of problems. Assessment: Evaluating the access of the responses. It
is extremely important that the police officer encourages their citizens to get
out there and get involved. When officers are stating up neighborhood watches
of gibing a town meeting about community policing they need get the
citizen fired about helping. They must let the citizens know how important they
are to the success of community policing. They must let the citizens know how
important they are to the success of community policing. The police department
need to create special bureaus or divisions with staff responsibility and
fulltime personnel to coordinate the community relations activities of the
department. This means that the departments need to have a staff that the develops
activities that will keep the public busy and interested in community policing.
These activities can be anything from setting up a baseball game with either
citizen against officers of mixture of each on each team to just social
gatherings where citizens and police get together perhaps once a month and just
mingle. This is a way that the citizens can get to know the police officers in
their community and also make friends with them as well as one that con either
strike the interest of the citizens that are not already involved in community
policing depends greatly on being able to balance the power between police
officers and citizens and officers. The police must listen to their citizens
and take in to consideration their ideas and solution when they are deciding
upon what to do with problems that come up. In order to keep the citizens
involved and with helping them the officers need to word with the people and no
listen to them idly then come up with their own solutions f what they are going
to do. The power must be proven to equal when community policing is considered.
or Community policing is policing for the people in partnership with the
people where policing act as co-coordinator and manager in the community. It is
a proactive police management. It provides door to door service to the people.
It is based on decentralization of power and good governance. The basic idea is
to create bonds of trust and reliance between police and public.
